Since 1985, Chip and Sallie West have been renovating properties with their start up business in the Wheeling Historic district known as Victorian Old Town. There they purchased several historic properties and renovated them into upscale apartments. Two of the properties are on the banks of the Ohio River. In 1991, the Wests turned their attention to the Grandview area of Wheeling, purchasing over 14 acres with 3.5 acres overlooking the City and valley below. The Wests developed, The Point Overlook, a Wheeling pictorial museum and hosting facility on the view and operated a successful business for over 10 years. In November, 2002, Chip and Sallie decided to turn their 4,000 sq. ft. building into a home and discovered that living in the 180 degree panoramic view was not only entertaining but remarkably relaxing as well. The experience of living at this site inspired the Wests to pursue the concept of West View! The diverse potential of this development could encompass residential space, ranging from luxury condominiums and apartments to commercial space for a boutique hotel, restaurant, health spa and offices.
